Not a toy, and not sold as one.
None of this is a toy. What it is instead depends entirely on which one you pick, and the differences are larger than they look.
A bicycle whose motor assists only while you pedal, stops assisting at 25 km/h and stays within 250 W is treated as a bicycle throughout the EU and is built to EN 15194. Past either limit it becomes a motor vehicle under Regulation (EU) 168/2013 — with a plate, insurance, a licence and a type-approval file behind it.
Kick scooters, unicycles and boards are not harmonised at EU level at all. Each member state decides where they may go, how fast, from what age and with what on your head. Several have decided the answer is nowhere public.
A scooter you sit on is a different thing again. It is a motor vehicle under Regulation (EU) 168/2013: type approval behind it, a plate on it, insurance for it and a licence to ride it. That is not fine print — it is the whole difference between this machine and the one standing next to it.
The battery is regulated on its own account under the EU Batteries Regulation 2023/1542, and shipping one is governed by UN 38.3.
